Can you, should you, run a disk compaction program to tidy up the contents
of internal or memory cards.

The only compaction type of program I would consider is something like
..Zip or whatever compression utility you have for your Pocket PC.

You can use a utility called Pocket Mechanic to analyze and defragment your
Memory Card(s)

afaik, there is no "compaction" option such as "disk space" on earlier
MS operating systems.

"defragging" can be done, but is not necessary on electronic drives. It
makes a difference on standard hard drives because the read heads must
be physically moved or a wait must occur until a fragmented segment
moves into place to access different chunks of a fragmented file, but on
a ram drive, moving between widely separated pieces takes the same time
as when they are sequental.

To defragment a memory card, I find the easiest thing to do is copy all the
files from your card to your desktop, delete the files on the storage card,
and copy the files back to the card. This will defragment the files on the
card. I'd recommend using a memory card reader attached to a usb 2.0
desktop.
