My wife's android phone was stolen. We think it was a family member. Is there anyway to track a phone by its IMEI number? Any idiot can change a SIM card or turn off the GPS.

I don't think that it is possible. Your best bet at this point would be to have the service shut off and then attempt to get the phone back. In the meantime, you can get a cheapie phone from your provider to hold your wife over for the time being.
