Generally speaking no. Unless you are specifically trained and have special equipment that is and even then maybe not. Is this a computer motherboard? If so why did you post this in Cell phone/smart phone section? And just in case you mean the mainboard of a smartphone, those would be orders of magnitude harder to repair.
