Can you use a smartphone without a service plan?

My 9 year old son borrows my iphone all the time to play my game apps or watch netflix. Can I just get him a smartphone with wi-fi for those types of activities without any phone hook-up? He doesn't need a big tablet or a big tablet priced item. I've seen some smartphones as low as $69. I'd really like to do this. Is it possible?

Why give him a "phone" There are devices that iPod makes that don't make calls or text message but you can still use it to go on the internet and get games from the app store.
