Need a phone with turn by turn navigation without data

Is there such a thing as a phone with turn by turn capabilities that doesn't require a data plan, or that uses offline maps or pre-cached maps?

Right now I have a net10 r355c and it's $15 a month and I don' t need a smartphone other than for GPS turn by turn navigation

any phone/any carrier will work. cheaper the better.

buy a gps unit from tom-tom, garmin or other manufacturer.

the gps navigation apps i've seen all use data to get the map tiles and to start the guidance.

Unfortunately you cannot buy a smartphone w/o buying a data plan.

Actually you can... but you need to buy an unlocked phone, but that means paying full price for the phone which can generally be anywhere from $400 - $700 for the phone. Then you need to buy a 3rd party GPS program which includes the maps a part of the package an that usually costs between $50 - $99. You can then go to a carrier and maybe... maybe they will hook you up with just a voice plan.

In the end, it cheaper to just buy a dedicated GPS device.
