Is there an app for android phones that blocks outgoing calls

I have several numbers that I would like to block from being called from my Droid 3. I did contact Verizon about this and tried to take advantage of the Usage Control option they have, but was informed that because I have a data package I was unable to use the Usage Control. I have blocked what numbers I could from calling in but unfortunatly I need to block more than 5 and that is all I am allowed. I have found apps that will block incoming numbers but am having a hard time finding one that will block outgoing calls. Please help

Why not just not call them?
Most apps you will find will block incoming calls, because outgoing calls require you to actually dial the number yourself...

A possibility is that he drunk dials his ex-girlfriends. or maybe his daughter steals his phone to chat with friends and racks up minutes?

In the end, it doesn't really matter why, only if we know of such a thing.

Off hand, for the record, I don't know of one.

Why not just put a lock on the phone itself? With the droid, you can either set up a numerical or pattern lock on the phone if you're trying to stop someone else from using your phone.

There are valid reasons to want such restrictions. Special Needs individuals and those with early stage dementia may occasionally lose their self restraint and call at inappropriate times or call repeatedly. Restricting times when calls can go out, preventing repeated calls within a certain time frame, restricting calls to specific numbers are some features that would be useful to people who, otherwise, may not be allowed to carry a phone. It is a shame for vulnerable persons to be unable to carry a cell phone for lack of software.

I agree that there is a need for such thing. As mentioned earlier, special needs and elderly are two such groups, but so are regular children who play with your phone. After researching this, I realized the stupid drunks need such an app as well (look for drunk locking apps).
There are several android apps that claim to do this, however I found many did not block outgoing calls.

This one is free and simple. Unfortunately if only allows 2 outgoing numbers. Not bad for a child, but if "Mom" and "Dad" take up both slots, then there is no slot for 911.

Free (limited functionality):
Call Blocker Gold is loaded with features. The free version does not allow bulk additions - such as allowing all contacts - but you can add unlimited individuals or numbers.

Request a free trial:
Extreme Call Blocker has a nice video showing all that it can do. It's $4.99 to buy as of right now, but if you email support@a0softus.com with subject "request trial app" they will supposedly send you a free trial. (I requested mine.)

For those along "why?" I'll add that my issue is my phone self-dialing. Note 3, auto redials at random times.
