Looking for a good value Android phone

I want a phone with HDMI output, I want to be able to connect USB devices such as keyboards. I want to be able to run Snes Emulators on it. I own Animaonline on my tablet and that is one of the best optimisation for an android snes emulator (the others didn't work right on the tablet, like stuttering etc). My Tablet is running a A9 1gh single core, 1GB ram and a Mali 400 GPU so I'd like the phone to be close to its performance.

I want Android 4.0 ICS
HDMI
USB hosting
Moderate hardware (quadrant score over 1500)
I want it for around £100... I'm willing to go a little higher though.
Run Snes games smoothly on Animeonline emulator.

I bought my chinese tablet because it had praise all over the internet and I'm glad I did but I'm still wary of chinese hardware.
