Use the SD formatter 3.0. It can be downloaded from the SD association's website.

http://www.sdcard.org/consumers/formatter_3/

Choose options, then change Size Adjustment to ON.

I just have to say that it worked!! I've got so frustrated because I've bougth a new micro sd with 8 GB just 1-2 month ago and now when I formatted it for the FIRST time I had 3.99 MB!! And I found this one and got nearly 8GB back! :D

Navigate to the SD association's website. Download and install the latest version of the software. With your sd card inserting in your computer, launch the program and proceed to format the card.
