How to retrieve my google photos from turned off old device

My old device didn't transfer my google photos its turned off how can restore them

Connect the old device to your PC/laptop and transfer the files to it. Then do the opposite and transfer to your new phone. There are also "cloud options" to do the same to get onto the new phone AFTER you retrieve the files from your old phone.
