No matter if it is on the phone's "Internal" storage, or the SD card (which is "External" storage), they can easily be removed. That is if they are standard files (music, movies, etc.). You also have the option to connect the phone to a computer, via USB cord, and open the phone's storages the same way you would open any folder on the computer. This would give you access to the files as well.
