You can't unlock a SIM. SIMs are for service so they are through a carrier/service provider. Only they can unlock a SIM.

Or are you talking about an SD card, which you buy yourself and use for extra storage in a device? If that is the case it can be locked by a program or app, it can also be locked by a switch on the card.
