My tablet is no longer coming on. Prior to this, the battery percentage instead of increasing, was decreasing. I was told the motherboard might be bad. Can a motherboard be repaired or replaced? Or is that the end of the phone?

I would try replacing the battery before I would look into other parts. A battery that is going bad won't charge.
