If I lost my sim card but have a working phone can I transfer my info to another phone

Do I need my sim card to transfer all my contacts to a new phone

It depends on if the phone will turn on without a SIM in it. If it won't, then you have no way to transfer the information. If it will turn on fully, without a SIM, then you should be able to connect the phone, via USB cord, to a computer and copy/move all your personal data from the phone (including contacts) to folder(s) on the computer. Then connect the new phone to the computer the same way and transfer the data over to the new phone.
