I can't tether phone internet to pc

I'm not able to connect my phone internet to my pc. I'm using my friends laptop. He is able to connect his phone to his computer, but when I try to connect my phone, it say no internet, secured! Disconnect option is there as well... Which means it's connected but there is no internet.
Diagnosis is not working for me

Pls help!

You need to setup your fone as a wifi hotspot for your laptop.

WARNING ... it will eat your data allowance fast ... so turn the wifi hotspot on ONLY when you need it.

Apple iOS
Go to Settings.
Choose Cellular.
Tap on Set Up Personal Hotspot.
Go to Settings.
Choose Personal Hotspot.
Tap the button to turn your personal hotspot on.
Agree to Wi-Fi and USB Only.
Your hotspot is now active. The password is on your iPhone's screen.

ANDROID:
Head to your main system Settings.
Hit the More button at the bottom of the Wireless & networks section, right below Data usage.
Open Tethering and portable hotspot.
Tap on Set up Wi-Fi hotspot.
Input a Network name. ...
Choose a Security type. ...
Assuming you made the secure choice above, enter a Password.
