Thunderbolt Port Does't Seem to Be Working

I have an MSI GT73 VR Titan Pro. It has a Thunderbolt 3 port on it. I am trying to charge my iPad 4 from this port but every time I plug the iPad says it's not charging. It is connected to the PC as iTunes syncs with it. I can charge my iPhone from it so there is power coming out of the port, just not enough to charge the iPad. It is advertised as a 3A/5A port so I can't understand it. I have updated the BIOS and drivers and I am using a direct cable, i.e. it isn't going through a Thunderbolt to USB adapter. Help, it is driving me insane and MSI customer service were no use at all!

does the ipad charge ok on it's power adapter & is it a thunderbolt too?

Yeah it's charges fine from the normal charger and it is a standard USB one.
