First of all hub is a specific network device that has stopped being used 15-20 years ago.
So what device do you mean by "Hub"?

Can other devices besides the phone get on the wifi?

Is it that the phones say the wifi is not connected, or that it does say it is connected but it does not have internet?
Internet and WiFi are not interchangable terms that mean the exact same thing. Internet is a connection to computers and servers outside your home. WiFi is simply a protocal that allows you to have a wireless connection to a router instead of having to use a cable.
