Thinking about buying this pc for about $650. Just wondering if everyone thinks the specs are worth it for the price and also if it would be a decent VR starting rig

Solution
I would honestly get a better PSU and just jump for the 1070 instead of the 970. it will put you over budget but it will be much more worth it. "Side note I have a build in that same case and absolutely love it!" Here's a break down of how they both compare. I would normally say it not worth upgrading but if you don't already have the card I'd say go for it!
