The question is: Can I run Mortal Kombat X on med. settings (min. 30fps) on it? or GTA 5 on high settings?

You can run GTA 5 on high on a 940MX but it will not be very smooth at all especially with that low voltage CPU.

Mortal Kombat X should be able to hit 30fps at medium, but you are bellow the recommended requirements which is what is usually needed for medium and up settings.
