Want to format new sd card just put in Samsung Galaxy 4 cell phone to increase memory (original memory 16 gig, new sd card also 16 gig) but afraid it will affect original contacts and photos- as in loose them

Adding a new SD card won't erase anything that is the phone itself. Are you trying to set it as "Internal" or "External" storage? "External" is what it normally is.
