ASUS VS238H-P monitor not going into a low power state

Hello i am a little new on the forums and i have an ASUS VS238H-P monitor that doesnt go into a low power state at least from what i can tell, i have to consistently move things around my desk to hit the switch to see my screen. I know it is a small problem, but my main issue is that if i want to go into my BIOS i have to turn my computer on try to remember what button is bios, turn on the monitor to see if i was right, end up getting it wrong, turn my computer back off and repeat. Plus i really want it to start up without a hitch and wake when i move my mouse or press a key on my keyboard.

i do not have it hooked up to a laptop, however i have it hooked up to a desktop with an HDMI cable

yes i can, and it works flawlessly on the DVI port, which is good for now until i add my second monitor(which is an old laptop screen which i am up cycling to a second display
