For the cpu, you can unlock it although it not may work. (but you can always give it a shot.)

As for the motherboard, it really depends on the BIOS and chipset. Now i dont have much experience with a Nvidia chipset, so i dont know if that motherboard will aloud it or not. Although from what i have read, it maybe no.

not always.....often times fully working chips will be underclocked/have working cores locked in order to prevent having too high a yield for the top bin.....for instance if every phenom x4 came out perfectly, there would be no x3 and x2 to sell......since amd needs to be able to sell at those price points, they intentionally make some chips crappier (if enough crappy chips didn't come about naturally) and it is usually these chips that are MOST successful in the unlocking process
