International Roaming Question

I am located in the USA.
Am I right in believing that if I want to purchase a cell phone plan that allows international roaming (i.e. a plan that when abroad allows me to call a phone number in the USA or in any other country), then I have no choice but to stick with major providers such as AT&T, T-Mobile, Verizon?

You will need to read up on the providers. some smaller providers do support roaming for a fee.
