Use iPhone as hotspot without using data

A friend just used an app with the root to use phone as hotspot And no data is used

Nope. This won't work. Any data going over your cellphone's radio is counted as data, with the possible exception of some sites being zero-rated.

It's possible your friend is on an unlimited plan or something.
