Chrome virus where I cant exit a pop up page

Hello, i recently noticed I have an issue with my Google chrome. When i click a link that takes you to an external page, it takes me to a different one instead and the page cant be closed, and the browser stays on it. It doesn't do this always, its very random which makes it even more frustrating. It can be an external from any site. When it pops up, you cant close the browser normally, only with ctrl+alt+del. I ran several virus scans, with malware bytes and avg, and none of them seemed to fix the issue. There is also no extension installed that could be causing it, or at least isnt listed under any of the extensions.
Reinstalling chrome worked temporarily, but the bug later returned.

For my computer, I have a SSD for my OS, HDD for my steam games, GTX 660, and AMD FX 8350 custom PC if that's any help.

Edit: so I reinstalled chrome, and the browser is pretty much gone. I had my setting to where it returns to the pages i was on when I exited, and it returns to the page.
 
None of what you've described is caused by a virus or any type of installed malware, that's why virus scans can find nothing.
Nor are those particular pop-ups caused by a browser extension.

They are just pop-ups which plague all web browsers, and those in your screenshot are just fake warnings designed to mislead you in to doing something you'll live to regret (like dialling one of the "helpline" numbers and instantly being charged a small fortune on your phone bill).

Pop-ups can be be reduced considerably by installing an ad-blocker extension such as "Adblock Pro" (by Adblock Pro) from the Chrome Web Store: https://chrome.google.com/webstore/detail/adblock-pro/ocifcklkibdehekfnmflempfgjhbedch

And staying away from "dodgy" websites will help too - - they are the kind of sites that usually trigger the pop-up in your screenshot. Not suggesting you visit such sites, just adding that for your information. I know because I've had the exact same warning pop-up several times - - whilst doing what? - - you guessed it, looking at (strictly legal) porn!
