This is close to the concept being around my head for a while. A watch and a "terminal" splitting their workloads. Half the apps don't need a big, energy expensive screen o a camera or some sensors or octacore processors, so you use the mini-tablet only when nessecery

Why not just get a wrist strap for your smartphone? Although I'd say mount it on the underside of your forearm. Then you could tap at it like on some Sci-Fi movie.

It's an interesting concept, however most of the smartwatches out now try to lessen our dependence on our smartphones by giving us notifications and basic features on our wrists. The Neptune Duo seems to require (or heavily rely on) its "dummy" screen that should stay on your person. It seems counter-intuitive to me.
