SIM card to a tablet

Hello, I don't know if in the US or other country you use SIM Cards on your phones and smartphones, but here in Brazil we do, so, I wanted to know if I can use a SIM Card reader, connect to a non-call tablet and use some sort of app to read de SIM Card and make calls like a smartphone.

I'm not paying the equivalent of U$1,600 to have a phone AND a tablet, it's a cheap way for companies to make you buy two devices.
And yes, I know, there is tablets with SIM slots that can make calls, a "tabphone" if you will, but these are of poor quality in every way, space, RAM, processor, etc.

If this method doesn't work I'll just use Skype or WhatsApp without a SIM card like I've seen some tutorials that is possible.

You need to have a cellular modem in the tablet. There are some out there with this, but they tend to cost more. Ones that do will have a SIM slot.

You might be able to add a phone app to a tablet, but I'm not sure.

The ASUS PadFone could be interesting.
