HP laptop still slow after re installing OS

Hi everyone! Thanks for a awesome forum. Has helped me a lot in the past.

I have this HP 4540 laptop that was very slow, (start-up and the general performance) and I cannot not find out why it is so slow. From switching on the laptop to being able to open outlook and opening other programs would take longer than 15 min.

I took unnecessary processes out of start-up, made sure there was no unneeded programs installed of the laptop. On paper this laptop should perform fairly descent.

So i decided to reinstall the OS. After installing the OS did not install any of the software that i had on to make sure that that was not causing problem, the laptop slowly went back to the same slow speed. Just this morning the laptop failed to start-up and wanted to run start-up repair. It is working now, but still slow.

I asked HP but the answer i get is, "please reinstall the OS" witch I did. Warranty does not cover software.

Any help would be appreciated
