I recently tested out reception of the transponder 18 ITC signal on
AMC-7.The signal was weak and almost not viewable.All other transpnders
were sharp and had lots of detail.
Is this a pilot signal,and they just have not stepped up power level
yet?

Same here in Ontario,Canada.

I think they're just in the tune up process,because it's my understanding
that tomorrow,July 24th,is when they vacate W9=09 and take up residence on
W6 and W7-18
