How to unlock a i7-4770

Basically, my i7-4770 is running at 3.4GHz. I want it to run at 3.9GHz, it let's me change the ring frequency to 3.9GHz but not the actual CPU frequency. How can I do this?

Did you buy a 4770, or a 4770k?

4770k is the unlocked cpu not the 4770 so you cant unlock the 4770

4770, but I was under the assumption that it could go up to 3.9GHz.

you cant. you have to set bios to enable turbo mode and this will cause the cpu to accelerate up to 3.9 providing you have the required cooling.
you cant overclock the 4770 nor unlock it.

But if turbo mode is enabled, it will be going at 3.9GHz?

It will provided you are stressing the CPU and it is not hitting its thermal limit.

With turbo mode it will hit 3.9GHz, under load, under optimum conditions, normally when only 1, sometimes 2, cores are loaded up.
