Teether ipad4 to pc using wi-fi not 3G

Hello all,
Im using an ipad 4 and my desktop has a problem possibly with the network card at the moment . Until I get it sorted out I wish to teether my ipad4 to my pc for internet via usb . I can achieve this with the 3G network and it works fine . But for some reason when I go to switch to wi-fi on my ipad4 it does not work . The personal hotspot blacks out . Is there a way around this guys ? I only get 1 gb with my 3G and will run out so fast. My home adsl is 200 gb a months ? Please help ?

Ifs your wireless wpa or wpa2? If its wep then that could be the problem.
