I recently got a windows 8 HP pavilion laptop. My brother got a laptop like a year ago. When he installed GTA IV he was running it smoothly, a few fps spikes but smoothly. I got my laptop a week ago, and installed GTA IV. I had about 10-15 fps running it. Both of our laptops are HP Pavilions, and both has HP Coolsense on. I also tried with HP coolsense off to see any difference.

My Specs:
CPU: AMD A6 ELITE 5350M APU @2.9 GHz
RAM: 4GB
OS: Windows 8
GPU:AMD Radeon HD 8450G
DEDICATED VIDEO RAM: 768 MB
VIDEO RAM: 2.9 GB

My Brother's specs:
CPU: AMD A6-4400M APU @ 2.7 GHz.
RAM: 6 GB
OS: Windows 7
GPU: AMD Radeon HD 7520G
DEDICATED VIDEO RAM: 512 MB
VIDEO RAM: 2.9 GB

Not all games support laptop graphic cards I know this sounds silly but because GTA IV is from a smaller studio the game might not recognize your card I don't have GTA IV installed right now but when you go in to options or setting does it tell you what kind of GPU you have or run the benchmark and see if it says what GPU it thinks you are using

I only use one GPU because it is a laptop.

Like I said if you run the benchmark in GTA or have a look at your options it may say where it is getting the graphics from.
