Is it possible to unlock a voltage locked gpu

Hi, I am building a my first pc and wondering about voltage lock. I want to be able to overclock in the future and want to know if unlocking a voltage locked card is possible

Yes, i am debating between the 7970 ghz and 670, and everyone says they are both voltage locked

I've looked around and there are people say it is and people saying it isn't, but the consensus is that the only possible way that it is unlocked is if you use Sapphire Trixx.
