Could be a power supply or motherboard issue. Easiest thing to try, reset the BIOS (pull power from system, remove the CMOS battery on the motherboard for 15 seconds). If that does not fix things, try a new power supply. If that does not work either, a new motherboard. Or just live with the power light staying on.

Try shutting down in safe mode, to see if something is interfering. See this: http://answers.microsoft.com/en-us/windows/forum/windows_7-performance/windows-7-after-shutdown-will-not-power-off/4d03224f-022a-41e4-bd4f-7f4409f2b0fd .

A memory is tickling the back of my mind about there being a setting for this, in either Windows or in the BIOS. I'll try to remember.

EDIT: Here it is for XP, don't know about 7. What version of Windows are you running? http://www.pctools.com/guides/registry/detail/251/
