you really shouldn't need to unlock it.
if you enter the folder through the libraries you can change almost anything.
If you locked out of something, then you might need to be the admin.

Documents and Settings does not exist in Windows 7.It is merely a pointer object for application installers that are not written for Windows Vista or 7, to re-direct them to the proper location (C:\Users). The Documents and Settings folder cannot be unlocked in 7.

Explains all the shortcuts I can't access even as an administrator, was very frustrated.
