I found a ZTE U880 Android 4.0 Cellphone with GPS for $183.99. I think it's a good price with this specifications.

Are you outside China? The 3G web only available in China with ChinaMobile. And this phone is customized and installed useless software by ChinaMobile, the touch screen is easy to be broken. Moreover, it can not run Android 4.0 yet. It do not support Flash.....
In a word, it is not worthy to purchase (especially when it is more expensive than that sells in China)
