Would Inexpensive Laptop work well for VHS to DVD

My friend is looking to buy an inexpensive laptop, probably the HP 2000-2c20dx which is going for under $400. He wants to do VHS to DVD conversion with it using a product called Diamond Video Capture. The system has the I3 chip, 4GB RAM, and a 500GB hard drive. All this exceeds the system requirements specified on the software's web site. Does anyone have experience using this software and do you think the laptop is a good choice?

It will be used for converting old VHS family videos to DVD. There will be some editing to take out snow, some titles, and some dull moments, but the editing will be limited to that.
