I have tried to use question mark key and this symbol shows up - é.

Hi, from the Start button go in the Control Panel, click on Region and Language,

Keyboards and Languages after Changes keyboards... you will see the Installed services.

Choose English and in Keyboard choose US, Apply and OK. You were in French or Multilingual keyboard.
