I buy my Dell laptop since May 2010, after 2 year my battery back up 30 mint, so i run my laptop with charger continue but i do not replace my battery so is this safe ?

Unless the battery is overheating on you, you should be fine.

Yes. You'll be fine. If you are simply going to connect the laptop to the AC outlet, then you can simply remove the battery. That's what I do.
