Install new operating system on laptop

hard drive went bad
baught a 120gb corsair drive for it
How do I install a operating system to it?

You'd have to get some installation media for an OS. If you want Windows, then you could buy a new copy or you could use the current Windows key from your laptop (it's usually on a sticker on the bottom of the laptop) with a downloaded copy of Windows. You should contact MS or Toshiba if you go this route, but it should be free if you do.
