Failed to initialize DirectX

i have this problem starting this game Romance of the Three Kingdoms XI,when i start running it error always shows up as "failed to initialize directx" my laptop runs with ATOM N450 that have an Intel Graphics Media Accelerator 3150 as display adaptor...can anyone help...thanks

Try to install directx from here: http/www.microsoft.com/en-us/download/details-b.aspx?id=35 and see if that helps.
