Trying to troubleshoot hp pavilion dv6426US

Hi, I'm new here and I need help fixing a laptop.
The laptop in question is a hp pavilion dv6426US which belonged to a family member who didn't use it. My dad told me that i could keep the laptop if I could fix it, but i have run into some problems which I cannot resolve. All of the USB ports don't work, and windows fails to recognize them in device manager. Alert windows occasionally popup saying that windows has detected a new device (the usb ports), which leads me to believe that this is a driver problem rather than a hardware problem. I tried searching for a USB driver on the HP website but I couldn't find one.
I also am having trouble updating bios. I downloaded the latest version of bios from the hp website; in order to update bios I have to run a program called WinFlash which causes my computer to freeze at a black screen whenever it is about to write the new bios files to the system. I plan on updating the system from Vista to Windows 7, and using it for school. Any suggestions on how to solve these problems?
