Based on just this info go with the HP. It will be cheaper/easier to upgrade ram than a hard drive. If this was me I would look into a toshiba and forget dell and hp.

I'm buy laptop just for Programming .Net .C# etc
Dell Ram is 4 GB and HP Ram is 2 GB ...Why other person choosing HP ????????

The Dell is the better laptop because it has a dedicated GPU while the HP does not. Also it has 4GB of Ram the HP only has 2 which is not enough i would say. However Ram is cheap so not a big problem if you know how to install it.

The HP is most likely cheaper so if your not going to be doing any gaming and it's significantly less than the dell it would be the better buy.
