ASUS L3800 Laptop CD ROM/DVD does not show in bios or windows

I have installed a new CD ROM/DVD and still have the same problem it does no show in windows device manager or bios or boots up. The bios is limited so have little options can anyone help?

It is a refurbished drive, I bought it thinking it was bran new from a site in the US, it all seems a genuine site however there was no mention of it being second hand. It open and shuts and I can hear it spin for about 3-4 seconds so it seems operational. I think this could be a software problem

I still have not got it to recognise the CD drive has anyone got any ideas?
