How do I reset the flash card so I can turn off the touchpad with FN + F9 ?
As long as I've had it I don't think the flash card has worked.....at least this
maneuver didn'g work.

first you go to http/eu.computers.toshiba-europe.com/innovation/download_drivers_bios.jsp this link then enter your computer details and search.download value added package(vap) and install thats it
