Portable computer that can run some heavy programs as my desktop

Yes. Mount & Blade, maybe Dawn of War or Starcraft

Surfing, 24/7 download, Running engineering programs like Unisym and HTRI

happy with 500+GB @ 7,200RPM

3-4 years

A good drive that can read poor disc

prefer Toshiba, Acer, Asus, Dell.

In short I need something with a performance approaching a desktop with Q9550/3GB RAM and a decent VGA card.

To match the CPU power of a Q9550 you'll want to look for a Core i7-2630QM model CPU.
Big List of Mobile Processors (CPU Benchmarks): Intel Core 2 Quad (Desktop) Q9550 is ranked #26 and Intel Core i7 2630QM is ranked #21.

To run StarCraft 2 on medium settings you'd need a graphics card like GeForce GT 525M / Radeon HD 6650M or better.

How much would a Core i7 2630QM & Nvidia GT 525M laptop run over there in Indonesia?

It is fast already.

A friend recommend i5 laptops...then again as long as it meet the budget....
