Where can I find someone to fix my Dell laptop?

Hello,
I just arrived to Turku, Finland. And my dell doesn't work at all. Its screen is black and when i try to power it, it rings for 8 times. Is there anyone know the problem or tell me where to fix it? Thank you so much
