Is it bad for a core 2 duo to run lower than 800mhz

my core 2 duo in my laptop is running at under 800mhz, and in cpu-z the multiplyer is at 4 but it fluctuates, i saw it for a split second go up to 10x. Is this normal?

It's called Speed Step (or EIST) and it's normal behavior. Run a couple programs that stress the CPU and you'll see it running a 'full speed'.
