Your #1 problem is not the CPU but the low amount of RAM installed. 1GB is not enough for Win7 to run well.
It's also easy to fix.

Another 'easy' performance upgrade would be changing the hard disk from 5400rpm to 7200rpm.

CPU upgrades (FSB 533/677 only) are more expensive and are best down by a trained tech with the right tools.
Your motherboard will not take FSB 800/1066 CPUs.

You should also compare the total cost of your laptop upgrade with the cost of a new notebook.
