Mobile Pentium III 1000MHz

Hello,
my brand new Mobile Pentium III 1000MHz processor won't work at full speed in my HP Omnibook XE3 GC, but only at 700MHz low frequency mode even when plugged in to AC.
In the BIOS Power menu I changed to Max. Performance, but it did not helped.
Please HELP!!!

brand new? ~11 years much?

under load it should goto full spec, and idle at ~700mhz that is correct

I live in Eastern Europe so it is brand new for us...

I am nervous because SpeedswitchXP does not give a higher frequency than 700MHz, but is should show 1GHz as the highest expected freq.
And what is under load?
I want it to work at full speed when AC is on.
That's why I turned on maximum performance in bios and under xp.

I don't get it.
