I accidently stated a c drive disk clean up and I turned off my computer after seconds of stating the process because I realized that it would delete all my programs and files, and it would not let my cancel the process. So now when I start my computer the error loading operating systems message pops up. I have been reseaching this message and everything states that you need to re-install the bios. My real question is, did I loss my programs and files when I did this disk c clean up for a few seconds, and will the re-install of the bios affect lossing my files and programs?

You don't need to reinstall the BIOS, you will need to repair-install the OS. Insert the OS disk, reboot from it, select install the OS then Repair option. You will not lose your programs, but some drivers and system settings will be restored to their defaults.
